Call To Caucus

CALL TO CAUCUS TO REORGANIZE THE VIRGINIA BEACH DEMOCRATIC COMMITTEE 

The Virginia Beach Democratic Committee, herein referred to as the VBDC, will hold an assembled caucus on Monday, January 6, 2020, at 7:00 PM at the Meyera E. Oberndorf Central Library, 4100 Virginia Beach Blvd, Virginia Beach, VA 23452, for the purpose of electing the new membership of the VBDC pursuant to the Democratic Party of Virginia (DPVA) Party Plan. Following the caucus adjournment, the newly elected VBDC membership will vote on officers. 

I. Membership Filing: Any person wishing to seek election as a voting member of the committee must complete the Reorganization Pre-Filing Membership Form and submit it by 5:00 P.M., December 20, 2019. This Pre-Filing Membership Form must be received by December 20, 2019 by: completing the form online at the VBDC website; downloading and mailing the form to VBDC, P.O. Box 66188, Virginia Beach, VA 23462 with check payable to VBDC; scanning and emailing it to membership@vbdemocrats.org; or submitting the form at the Dec. 2, 2019 meeting. Submitting the form electronically will be considered signing the form. Only those Virginia Beach Democrats who have timely and properly submitted the Pre-Filing Form will have their names placed in contention for voting membership. There shall be no filing fee for any membership candidates. Annual voluntary dues may be paid when filing this form using the Act Blue link on the form. 

II. Membership Candidates: The Membership Pre-Filing Form, which all candidates for membership must sign, will include the following written declaration: I declare myself to be a candidate for membership on the VBDC Democratic Committee. I also declare that I believe in the principles of the Democratic Party and that I will not support any candidate opposed to any Democratic nominee as long as I am a member of the Committee. 

III. Officer Candidates: Virginia Beach Democrats interested in serving as a VBDC Officer (Chair, Vice Chair for Operations, Vice Chair for Precincts and Elections, Secretary, or Treasurer) must file the Reorganization Membership Pre-filing form in addition to an Officer Pre-Filing Form. Officer Pre-Filing Forms must be received by December 15, at 5 PM. 

III. Notice: The VBDC shall provide notice of this caucus by placement of a general notice of the filing deadline and the caucus, including noticing the caucus date, time, and location, along with the Call to Caucus, on the Democratic Party of Virginia, the VBDC Democratic Committee website and social media platforms; by email notification to Democrats who reside in Virginia Beach; and through other reasonable means that will disseminate information about the caucus to registered voters in Virginia Beach. In addition, reasonable actions shall be taken to promote participation in the caucus in accordance with the Affirmative Action provisions of the Party Plan of the DPVA. 

IV. Slates: There shall be no slates. 

V. Participation: Every Democrat who is a Virginia Beach registered voter is urged to attend and participate. If an individual does not appear on the Registered Voter List, they will not be allowed to participate. Participants will also be required to sign a Caucus Participation Form stating that they: A. Are a Democrat; B. Are a registered voter in Virginia Beach; C. Believe in the principles of the Democratic Party; and D. Do not intend to support any candidates opposed to a Democratic nominee in the next ensuing election. 

VI. Conduct of the Caucus: The doors to the caucus will open at 6:15 pm and close at 7:10 pm. Upon the closing of the doors, only those participants who have registered or are in line to register at 7:10 pm will be permitted to participate. Names of all pre-filed members will be presented before voting. A plurality of the votes at the assembly caucus will be needed for election. Following the vote, the caucus will be adjourned. 

VII. Officer Elections: Immediately following the adjournment of the assembled caucus, the newly formed VBDC will elect the officers of the committee by recorded vote. Committee member must either print or sign the back of their ballots as the committee must be able to trace for whom each committee member voted. . VIII. Determination of Officers: In the event that only one person files or is nominated for a position, that person shall be declared the winner. If more than one person files or is nominated for an officer position, the officer will be elected by a plurality of the votes. Vacancies may be filled by the committee members at future meeting(s). Rules for Officer Election will be posted. 

VIII. Affirmative Action: It shall be the duty and goal of all members of the VBDC Democratic Committee to seek out and encourage the broadest possible participation within the committee, and in its membership, of all duly qualified citizens without regard to race, sex, age, religion, national origin, sexual orientation, gender identity, ethnic identity, disability, or economic status. 

IX. Inclement Weather: The Chair may reschedule the meeting and the election based on inclement weather. The Chair shall obtain authorization for the election if the date is beyond the date required by the Democratic Party of Virginia.
